I was pretty sure I was going to get a response on my recommendation and I
was not disappointed. Lewmar "does" recommend using caulking on the latest
design that I purchased this spring.  My opinion is that if you are putting
two relatively rigid flat surfaces together (like chain plates) and they are
mechanically fastened then the tape makes a lot of sense.  It makes less
sense if the surface is irregular and not at all rigid which is my
description of the new Lewmar design.  The previous Lewmar design is
slightly more rigid. I haven't pulled or even examined the Bowmar. My boat
is in its 16th year and I have not had a leak in the port lights or the
hatches so if done correctly, it shouldn't be a problem using caulk. I would
say choose the materials based what the person feels comfortable with.

If that's the case, I recommend buying some of the thick Bomar foam hatch
tape.  Overlap the ends, use a sharp razor blade and cut the foam on the
diagonal where they overlap and remove the excess.  When it is compressed
this will do a great job of sealing the hatch and is really easy to use.
Apply the tape to the hatch itself of course.  It's now available at "We$t
Marine".   Again, this is Soooo much easier than dealing with tubes of goo
or sealing putties and it's what the hatch makers recommend.

We resealed our forward hatch many years ago and it hasn't leaked a drop
since and gets a lot more water rushing over it when dipping the bow into a
wave.

It is definitely between the assembly frame and deck, with sealant material
appearing to be repaired before by the previous owner.  I think this is my
next weekend project, since my boat is still covered.  Thank for the advise
on sealant material.
