As a general rule anyplace that sells welding gasses (oxygen,
acetylene, nitrogen, etc) or sells propane to industry (e.g. for
forklifts) can routinely take care of your tank recertification. It
part of what they do.

I couldn't find anyone to recertify my tank (2001 boat), so I bought a
new one through Amazon for $129 and free shipping.
