Hi Bill,

Ours does this if our Idle was set a bit too low.  If you pull the front
engine cover, on the Left side, is the governor cable (throttle) that's
connected to a little brass block.  There's a stop screw that controls how
low the idle can go.  Give it a few turns so that the idle is just a tad
higher.  With a little trial & error, we got it set so that we can throttle
down fast and it won't shudder, but still low enough for an idle and gentle
shifting.

While we're on the subject, when I quickly rev down the engine (as when
docking) I get a terrible shudder. If I rev down slowly, no issues.
When I first got the boat the mechanic said no big deal. Other than that
engine seems to run fine.
Any ideas/ suggestions?
