[C320-list] A Muffler Mystery I Can't Solve

On our 1994 #62, the aqua-lift muffler won't drain. That is, nothing ever
comes out of the petcock even when running. I've removed the petcock and
probed with a coat hanger. The coat hanger goes way in so it seems there is
no obstruction at the drain. I've even replaced the petcock. Still, nothing
ever drains out. Can anyone suggest what is going on here?
