[C320-list] Shake-down cruise

Ahoy.....I had the same symptoms with my westerbeke. In addition, mine 
stalled on occasionally, and would start right up. Changed fuel filters 
with no change. Got a new fuel pump. While installing it, (with the 
battery switch still on) my wifes mechanic got some sparks. That was 
fun...... With the new pump installed, the engine runs as new......I get 
rpm indication instantly, also shows battery is being charged, and no 
stalling. So I'm not sure if it was the pump, or a poorly connected wire 
that was the root problem.    Your other issue with the windlass....as 
someone else noted....pinch the circuit breaker firmly, then pull. Good
