Our boat only had a single large castle nut installed with cotter pin.
Catalina direct also confirms this was standard...

There should be two - one is half-height, the other full-height.  And while
this sounds counter-intuitive, the half-height nut goes on first against the
hub.  The half-height nut initially takes the load but when the full-height
nut is installed, the load is transferred to that one.  See:

Most very boat I have seen, including my own, had the full-height nut
installed first.
