Funny thought perhaps but is it the same stiffness both opening and closing?
When closing the valve there is likely little or no pressure differential either side of the ball.
When opening, sometime later, there could be a difference and the ball could be being forced into the housing by outside pressure which could be making it stiffer. This would only happen if the water on the pipe side within the boat were to be drained to below the waterline when the valve was closed.
