My approach to winterizing the water heater is similar to Alan's:
Bypass water heater in/out lines
Open the over-temp valve
Open the drain spigot to allow gravity drain
Use vacuum in blow mode and attach to over-temp valve, blow remaining water
out
Close both valves
No problems since.
