If you want to keep the cost down then you may want to look at Herrington Harbor North (HHN).  From there you can get to Annapolis, Rock Hall, Oxford, Cambridge, St Mikes under 3 or 5 hours depending on location.  You can also reach Solomon's its about 7/8 more or less and Baltimore in about the same time.  HHN is a lot cheaper than Annapolis and the closest Marina to the DC area (45 minutes more or less).   It is also not a bad drive to National Airport.  There is a big West Marina store a good hardware store and a few decent restaurants in the area.  

Annapolis is about 30 minutes away,  I keep my boat at Bert Jabins in Annapolis on Back Creek but have several friends at HHN. 

Another decent option is Galesville, MD either   Hartge Yacht Harbour or Pirates Cove.  Pirates Cove even has a 4 room motel you can rent.  Annapolis is about 20 minutes away. 

I will say I really enjoy being in Annapolis.

In a similar vein, we would like to cruise the Chesapeake above the
Rappahannock next year and visit places like St. Michaels, Solomons and
Annapolis. Our idea is to find a decent marina midway up that is reasonably
inexpensive where we could rent a slip for a three months (April, May and
June). Our plan would be to move Commitment up, keep her there for the
quarter and commute for long weekends and one week sailing intervals before
returning at the end of the quarter.

Suggestions welcomed!
