[C320-list] I'm in hot water ....or not

The breaker for our hot water heater keeps blowing.  Below the sink is a big grey metal box that is the heater but I have no idea how to approach this problem?  When I reset breaker, it will heat water for about 30-60 sec before switching off again.  Water is hot if running engine.  Any ideas on how to trouble shoot this? Time to replace? It's original ( I believe) on our 1996 C320
