[C320-list] Mid-ship Cleat

I'll add one more 'con' to the permanent mount option...every hole in the
deck is a potential leak...if it is a place here the deck is not solid FRP
and drilling exposes the core, you will have to seal off the core with
epoxy filler to avoid rot.
