We had to replace a seacock two years ago.  The marina had a Seabung and replaced the seacock in a few minutes.  No diving.

If the boat's in the water, proceed very carefully.  I suggest having a roll of rescue tape on hand before you proceed...

The white plug is actually meant to plug the thru-hull from under the boat.  The purpose of the little loop on the end of this white plug is so that you can tie a line to this loop for removing it and only have to dive under the boat once to install it.

If you pull the white plug with the o-ring out of the seacock handle, there is a small screw.  That screw holds the handle assembly in place.  Try gently tightening that screw. 

**Under no circumstances should you loosen this screw without the thru-hull being plugged first.**

 If you attempt to remove this screw, water pressure will push the handle off, along with the washers and any other parts and you'll never get it reassembled with water coming in until you plug it from the outside!

The other thing is that the 4 machine screws at the corners of the seacock control the tension on the internal ball.  You could "gently" tighten these just a bit to see if that stops the leak.  Tighten them too much and you'll have to use too much force on the handle, if they're too loose, everything leaks.

Simply putting lube on the little o-ring for the white thru-hull plug won't solve this problem.

   The cooling water seacock on LUFFIN LIFE is leaking from the white
   plastic plug in the seacock handle, even drips when the seacock is
   turned off. I pulled out the plug and put some lube on the O ring but
   didn't do the trick.   I seem to recall a discussion of this issue but
   could find nothing on the website. Any advice?
