Don,
I suggest you test to see if its the glow plugs, I had the same issue. Use a heat gun to blow hot air into the air intake of the engine for about 15 seconds. Try to start the engine right away (without priming the glow plugs) , if it starts right away you can conclude the glow plug is the issue, if not, you can rule it out.
I speak from experience, I had to replace a part that connected to the glow plugs and now she fires right up.
