Not the right process...
Use the association's cutlass bearing remover tool. Only the propeller needs to come off. The prop shaft can stay in the boat.

I'm taking the shaft out soes I can get at the cutlass bearing! I guess
the rudder will need to come off if its that tight.

It did on my hull #582, which was also a '99. The trick is to remove
the cutless bearing and turn the rudder about 10 degrees as the
leading edge is a bit thicker.
