I am not sure about Canada,  I have a 2000 boat (#680, in Ct).  Two years ago I had to get the tank re-certified. 
Thar required a new design safety valve be installed in top of tank and a max. pressure test, etc.
cost about $35 total.   The new valve was manadatory........

I will get the tank filled and look for leaks. It might be the release valve. 

When I pull the tank. I cleaned the holding bed and found the drain was plugged. I will take care of this as well. It looks like PO fixed a leak here with silicone.
