Your best bet is to straighten out a coat hanger or some other hook-like instrument with a long handle and try to snag the outhaul’s floating block from the aft end of the boom. Whether this will work will turn on how far inside the boom it has retreated. 

Btw, this is why I always put a stopper knot in the outhaul as soon as I untie it from the sail.
