Good follow-up, Troy. It's possible that air can be trapped in the coolant lines that feed the water heater. After replacing those hoses, I found it necessary to remove one hose from the engine and with a funnel pour antifreeze into the hose until all the air was out, just that one time.

Sorry, wasn't paying attention to the racing stuff and missed the question
about getting air out of the coolant lines.

By adding coolant to the overflow tank a little bit at a time you will
eventually get all the air out of the lines.  If you aren't seeing a rise
in coolant level when the engine is running you have air in the system.

Each time the engine heats up it pushes air and then coolant to the
overflow tank.   When it cools back down it draws coolant back into the
system because the hose pulls from the bottom of the tank.  You should also
keep checking the fill cap on the heat exchanger and making sure that is
topped off too...but only do that when engine is cool.  After a few times
doing the 1/4 fill thing you should start to notice coolant remaining in
the overflow tank when the engine is completely cool.  Once that happens,
make sure the overflow tank is at least to the minimum mark when fully cool
and you are done.
