You may well hear from others Jeff on this. On our boat #324 1996, the circuit breaker is a pushbutton at the top of the panel , not a rocker switch
It is pushed in to turn on, and pushed again firmly  (or pulled out) to turn off
I think the idea of the red light is very similar to the propane valve switch. It is an extra warning that it is on. If someone accidentally  stepped on the windlass switch at the bow, it could do some real damage under some conditions

Interesting. I’m hull 78 and cannot find a breaker as described. Anyone with an early hull number can shed some light on it. In the meantime the red light went off, again on its own. Anyone knows the purpose of the red windless light anyway?
