[C320-list] Expired Flare Kits

Our yacht club organizes a “Flare Off” every other year.
Saturday morning in early May (when the harbor is still relatively empty). 
Opportunity for crew to learn by doing, conquer fear.
Coast Guard, police, firefighters all notified in advance and immediately prior on Ch 16.
