Hmmm...we really need some folks with hands on experience to engage in the
conversation.  From my own searches, what I have gleaned is that the hard
to turn thing is usually related to either critter growth or those four
screws being overtightened.    Do you have critters?
(Barnacles,snails,mussels, etc) that. Could cause issues?   Taking apart
the seacock and cleaning it up and then applying Marelube and reassembling
without overtightening those four screws may he all you need to do.
Totally doable and essentially free except for the cost of the marelube.

Similarly, critters could cause the leak you describe at the impeller.   If
you close the thru hull and remove the sea strainer what happens?  If it is
dripping at the seastrainer intake, I concur that you need to investigate.
I still suspect critters or some other blockage is causing the leak.
