Not really. You can do a resistance measurement which will detect a short circuit, but it won't prove correct functionality.  Better to do a test transmission to a local harbour/marina and request a signal strength/readability response.

Check radio reception first. Connecting a good antenna should bring in plenty of signal with the squelch turned down.
