On the Neuse River in New Bern NC my Perf is 183 1999 hull 621 wing keel with a 150 head sail.

I believe the base PHRF rating for a 320 is 159.  Local PHRF rating committees will add to this rating based on the specifics of an individual boat.  I get a +3 for a roller furler and therefore race with a 162.  I do not fly a spinnaker and this rating is only used when I am racing in a 150 class fleet and no spinnakers are used.  Because there are no spinnakers, no spinnaker adjustment is used.  There is one race that I sometimes race where I am scored against spin boats to determine an overall cruising class winner.  In that case I am given an additional +17 (if I remember correctly) making my rating for that race 179.  It does get complicated based on region and class you are racing in, as well as the diligence of the rating authority.  This probably doesn't help much in your individual situation but may help to explain differences.   If you have questions about your individual rating it is best to discuss with your local PHRF authority who should be happy to have that discussion.  Beware of any race where owners are asked to state their handicap for the race and this rating is not assigned by a PHRF authority or at least agreed to on a provisional basis by the PRO.
