[C320-list] Nut positioning after the blade

I just had a survey done on my boat while on the hard. My three blade has two nuts to the stern of the blade. Currently the first nut is wider than the second nut on the shaft followed by a cotter-pin. I've had that setup for years. But the surveyor says they should be reversed. Any comments on this positioning or does it matter.
