An anti scald device on a 320 is a new one on me. There is definitely a
check valve on most 320s that sits on the cold water inlet to the heater.
I wonder if a previous owner somehow accidentally installed it backward on
the outlet side of the hot water heater after bypassing for winterizing.
The purpose of the check valve is to prevent hot water from backing up
into the cold water lines. I’m not really convinced it’s necessary.

As far as saving water and getting the water temp "in the zone", replacing
the original ridiculous two handle faucet with a modern single handle
mixing valve faucet (preferably one that is also a pullout sprayer) is a
game changer. I was so shocked that Hull#514 had the original faucet it
was the first thing I replaced.
