Clean with simple green and a scotch brite to get the surface clean.  Then buy a quart of white Interlux BilgeKote. Goes on smooth, one coat and it'll look clean, bright and like brand new.  Also easier to clean up down the road than the paint on gelcoat that is used by the factory.  While you're at it, clean up and dry out the main bilge area and repaint that as well.  Your boat will start looking like new.Jeff Hare
