You seem to be suggesting that you will be moving the boat far from the 
dealer early on (i.e. "from the Delaware to the Bay.")  I'd have a frank 
discussion with your dealer about all of these questions before taking 
possession.  It might be worth your while to hire a surveyor to do a new 
boat check out and then insist that the dealer fix all identified 
problems before you finalize the deal.

The $550 fee for USCG documentation seems awfully high to me.  The 
actual fees to the USCG are less than 1/2 that I think.

On the other hand, you'd better get used to having things cost a bit 
more than on the Capri!  You are buying a lot more boat.
