[C320-list] battery charger

Do you think it has always been this way?  If so it sounds like the charger is connected directly to battery one.

When on shore power with the master switch on battery 2, battery 2 will not  
charge. I noticed this when the lights got dim and the battery 2 gauge was in  
the red zone (confirmed with a volt meter). There would be an occasional 
bright  flicker like the charger was trying go "turn on". When the master switch 
is  moved to Both battery 2 charges just fine (so no emergency since I can 
charge  both). Battery 1 charged fine and 2 charges just fine with the alternator. 
 Checked fuses, cleaned terminals and connections, and checked water level. 
Boat  is only in its second season so the batteries are new. Any ideas? Jim
