As previously mentioned, the bilge pump should be wired directly to a  
battery, so the battery switch can be in any position, and the pump will still  work.
 
When checking the bilge pump, I do not pay any attention to whether the  
panel switch activates the pump or not.  I prefer to lift the float switch  in the 
bilge to be sure the entire system is working and that if water actually  
gets in the bilge, it will be pumped out.
