Bert,

Note that the bilge pump is only wired to one battery.  So unless you
have the switch in the ALL position your bilge pump will be able to run
for less than half as long as it could if it needed to.

As previously mentioned, the bilge pump should be wired directly to a
battery, so the battery switch can be in any position, and the pump will
still  work.
 
When checking the bilge pump, I do not pay any attention to whether the
panel switch activates the pump or not.  I prefer to lift the float
switch  in the bilge to be sure the entire system is working and that if
water actually gets in the bilge, it will be pumped out.
