There is an old Henny Youngman joke where he goes to the Doctor because his arm hurts.  He told the Doc it only hurts when I do "this."  "What should I do?" he said.  The Doc says, "Don't do that."

I took a course in diesel owner maintenance with the Diesel Doctor.  When I told him that my Perkins would vibrate under 1000rpm like it wants to jump out of it's house, and asked what should I do, he said, don't run it under 1000rpm.  

Lame comparison, I know; but, the point is that small diesel engines will run rough at very low rpms.  I don't know why, they just do.
