I assume the noise comes with the engine at idle. Try this: Just after
the engine fires up, goose the throttle and see if that helps. Sometimes
the belt can slip, but will grab if you rev it up quickly then throttle
back down to idle.
If the belt is slipping the tachometer will not be reading right, so you
can check that too.

I have at start up a screaming noise which I thought was a loose fan
belt and which stops making the noise after the engine runs for a
minute.  I adjusted the fan belt but the noise recurs at start up.
Does anyone know of this?  Is it the water pump?  The impeller is new
and the engine does not overheat.
