[C320-list] Blocks on mast collar

This is my first year owning C320 #352.  My question is, are the Schaefer blocks on the mast collar supposed to rotate horizontally.  Ours seems to be fixed and two of them are not aligned exactly to where the lines are going. If they are supposed to rotate, what is the best way to free them up?  If not, how do I reset them?
