[C320-list] Sail chafe

This is likely a side effect of the move to offshore production of 
sails.  It's hard to justify the staff for repairs if you aren't 
actually making any sails.  It doesn't pay to employ a sailmaker to do 
nothing but repairs unless you have a critical volume of repairs.  Hence 
a need to consolidate this business.  Back when most sails were made 
locally the situation was completely different.
