[C320-list] Registration numbers for dinghy

I used a stencil and a Sharpie in 2002, works great. Needs to be
renewed annually because it will fade a bit bit, but it only takes a
couple of minutes once you have it stecilled on the first time. Do it
after fully inflating the dink.
