Your analogy of aviation props and boat props is an apples to oranges  
comparison.  The aviation premise is that the prop will be feathered,  which, as you 
stated creates less drag than if windmilling.  In our boats,  it is stopped 
but not feathered in reverse and windmilling if in neutral.
