1.  Get a survey.  In all likely hood your insurance company will want a survey and if you don't you should not be buying a boat.
2.  Several of the suggestions depend on if the boat is a salt or fresh water boat.  Salt water is not a "friendly" to boats as fresh water.
3.  Like Karl said, fin or wing??  depends if you want to race or are sailing in the gulf?  
4.  Older boats are like some of us owners, they require more tender loving care, and parts replacement.  ? how handy are you with a wrench and volt meter?  Buy a boat within your own capabilities and pocketbook.
