If you replace your packing material with the goretex stuff described in
other threads on this list, you should have a dry bilge.
You can replace the packing material with the boat in the water. There will
be some water entering when you loosen the packing nut, but the bilge pump
will be able to cope with it easily. If you start prepared with the rings
pre-cut, the pump will likely not even turn on...

No need for a dripless solution. As Dave mentioned, these have their own
'issues'...
