?As long as the inverter is on there is 110V AC running to the outlets.? I would try shutting the?inverter off, at the master switch on the inverter,?and the?breaker for the inverter on the panel?then run your test.?

This will help tell if the source is AC or DC.?

I'm on a mooring... no shore power.

OK I have been quiet long enough.............have you
disconnected 
the shore power and tested? An AC voltage leak is much
more likely 
than a DC if you feel it.
