stuffing the stern gland flax in place!

Now I know that sounds rude ... but try to innocently put it another way...
stuffing the stuffing box, or
my stern gland is leaking, and needs stufffing ... it just sounds wrong!

I have just replaced the flax in the stuffing box.
Very hard to stuff in ... what do you use?
I ended up using a large flat screw driver ... thinking about that,
I am considering doing it again.

Any expert advice on this?

BTW we cannot get GFO flax in Sydney
