Orlando,

I race against keelboats like Melges 24, J80, and Etchell 30's.  They do not 
keep their boats in the water, but launch them from a trailer.
The extra time takes into account bottom growth as it was explained to me.

What the heck is that and what's the rationale for the added time?

I get put up wet all the time and I never get additional points for that! :)
