I would agree that does seem on the low side. However, are you basing the rpm readings on the tachometer in the instrument panel or more direct readings? I measured engine rpm with a laser tach and found the tachometer in my instrument panel to be off considerably (at 3000 rpm at the instrument panel the laser tach reading was closer to 2750 rpm if my memory serves correctly).
 
Also, I'm assuming you were recently launched (ie clean hull).
