[C320-list] Keel Compound and Torgue

I have a diver who once per qtr. checks the hull, prop, rudder etc. and 
cleans it. He noticed that on the leading edge - bottom of the leading edge 
some damaged material ; as it turns out it is compound material is 
apparently used to mask flaws and of course is used to seal where the keel 
meets the hull. As I said, this was on the front leading edge and NOT where 
the keel meets the hull.
Has anyone seen this before or knows of Catalina using this compound in that 
area of the keel and more importantly is it a problem or do I need to pull 
the boat for immediate repair ?
Torque - I know that a few weeks ago on this forum a discussion took place 
regarding keel bolts, proper torque etc. I believe that there was some 
disagreement on the ft/ lbs ; I also believe that Karl said that there is a 
torque wrench available to Catalina owners - can you tell us again how to 
get that wrench ?
