[C320-list] Anti - Siphon Loop

I recently checked the loop that is in the head cabinet as neither the 
shower or refrig. were pumping out. The valve seemed to be ok and working; 
my questions: is the cap to be screwed down tightly(simple hand turn tight) 
or are you loosen it a few turns ? Second question - if pump seems to be 
running correctly why would the water not be pumping out of the shower or 
refrig. knowing that the thru hull is open and anti- siphon is working ?
