Joe,
I had exactly the same problem...I believe I called it Lake V-beerth.  At the recommendation of someone on this helpful list I used teflon plastic pipe compound on the inspection covers and have never seen a leak again (did the aft tank too).
My boat does not have limber holes either for that most forward compartment under the drawers either.

I have a leak from the inspection cover when the tank is very full
I believe it is coming from the O ring but can not confirm this

Is that the proper seal should there be an O ring on the inspection cover or
some type of flat gasket or washer ?

The other thing is when this leak occurs the water accumulates under
the draws in the front berth
There is no drain whole to allow the water to move into the bilge.
Should I drill a whole in this area ?

Does anyone else have this issue with no drainage in this area ?
