For offshore and most coastal sailing I agree.  But for a lot of inland 
sailing one reef is enough.  Here on the Chesapeake Bay you rarely have 
sustained winds that high, and you always get a lot of warning.  And if 
you get caught with the sails up in an intense squall then it would 
probably be gone by the time you got the second reef in.

On the other hand, I would spring for full battens.  They extend the 
life of the mainsail enormously by helping to prevent flogging. This 
lets you luff the main more without destroying it in big puffs, which 
may let you deal with those high wind situations better if you don't 
have the second reef in. They also help the Dutchman work a lot better.
