Yes, there should be seals on the RACOR primer pump shaft but you won't be  
able to see them.
When I bought my boat, I quickly over extended the stroke and pulled the  
shaft right out.
RACOR sent me replacement parts at no charge.
It looks like they have since redesigned the priming mechanism and offer a  
new kit but you also need a new head.
