[C320-list] Engine cover latch

All you need are a pair of old fashioned window handles from one of the 
hardware stores.  Pre drill the holes and mount with wood screws.  Makes 
taking the cover off a lot easier and maybe one of the easiest and best 
upgrades I've done on the boat.
