You might try 3m auto trim adhesive also known as gorilla snot (if you use it you'll know why).  A very strong contact adhesive, easily removable and waterproof.

I did a similar repair 2 years ago.   First, after removing the aft screw, I stretched the vinyl insert aft to take out the sag.  Then I cut off the excess (2-3" or so), drilled a new hole for the screw, and used Silicone caulk whereever the insert was loose -- which was more than half of its length -- after cleaning out the old glue.  A friend helped me by reinserting the vinyl bit by bit as I stretched it aft -- but it could probably also be done solo..  It is still good after 2+ years.

Our rub rail is coming loose in a few areas. It's still in good shape and it popped back in. But I was thinking about cleaning up the inside and maybe give that area a dab of Gorilla glue to hold it in place better.
