If the leak occurs when the raw water thru-hull is open and goes away when
you close it, then suspect the raw water circuit.

Verify the raw water cooling siphon break is clean and the little rubber
valve in the cap is correctly installed with the round end of the valve in
the hole of the cap.  If the valve is faulty or installed in reverse,  it
will cause the leak you describe.  Any leaky hose connection or rusted
through component would yield the same result.  Good time to inspect and
correct any chafe on the hoses.

It's a bit intimidating to inspect the area around the engine while it is
running, so you might want to lay paper towels in the bilge area to trace
the leak.  Someone else suggested the idea, and it works great.  Even gives
you a towel close at hand to wipe up the leak when you find it.
