I would have thought that ideally the return pipe would come in low in the
fuel tank to stop foaming that might otherwise occur as it splashed in from
the top.  The check valve would then serve the purpose of stopping any
siphoning if the return line broke or was otherwise opened to the air.  Just
my surmising rather than knowledge.
